Prevention is a strategic policy for reducing the environmental pressure of waste. Within the EPR framework, prevention plays a critical role by focusing on reducing the amount of packaging waste generated in the first place. It aligns with the top tier of the waste hierarchy, avoiding waste before it occurs, and supports broader circular economy goals by minimising resource use, environmental impact, and system costs.
As a policy, prevention:
- Reduces packaging at the source: Prevention includes measures such as lightweighting, eliminating unnecessary packaging components, and redesigning products to use less material. These strategies reduce the volume of waste entering the system and lower the environmental footprint of packaging.
- Encourages upstream innovation: EPR schemes can incentivise producers to rethink packaging design through eco-modulated fees, which reward formats that generate less waste or are easier to recycle. This drives innovation in material use, product functionality, and system compatibility.
- Supports reuse and refill models: Prevention also involves shifting from single-use to reusable packaging systems. By designing packaging for multiple uses, producers can significantly reduce waste generation and resource consumption over time. Life Cycle Assessment (LCA) is a recommended tool to evaluate and validate the environmental benefits of reuse compared with single-use options.
- Complements other EPR tools: While prevention is not always a direct outcome of EPR legislation, it is a natural complement. EPR schemes can be configured to encourage upstream reductions by linking fee structures to environmental performance and setting reduction targets for problematic or avoidable materials.
Ultimately, prevention is about designing waste out of the system. It ensures that EPR is not just about managing the end-of-life of packaging, but about transforming how packaging is conceived, produced, and consumed.
